Privacy and observed behavior

Use the smallest approved evidence for the question.

A behavioral measurement model should state what evidence is permitted, what it can show and what must remain unknown. A proposed reader journey is not an observed personal history.

Define the purpose before selecting a source.

This is an educational operating model for planning approved measurement. It does not state this website’s current collection practices, promise an implemented consent system or replace its verified privacy notice. For a real project, the responsible privacy and legal reviewers must confirm jurisdiction, purpose, applicable rules and technical configuration before use.

Write one question, such as “Can readers find the definition needed for this task?” Then decide which minimum evidence could help. A content review or aggregated report may answer it without a session recording, CRM join or individual profile. Data being available in a tool does not make every reuse appropriate.

Keep consent and lawful-processing questions precise.

The Irish Data Protection Commission says analytics cookies require consent. Its guidance also explains that consent is one of the GDPR’s possible legal bases for processing personal data, rather than a universal substitute for reviewing the circumstances. Cookie/device-access requirements and the basis for subsequent personal-data processing need their own checks.

In the project record, name the applicable requirement, approved purpose, notice or consent mechanism when relevant, reviewer and evidence of the configuration. Do not assume approval, treat a banner screenshot as proof of correct behavior, or bypass a refusal with another tracking technique. Where consent is needed and its state is unresolved, hold the affected measurement. A different approved basis must not be invented to fill that gap.

Minimize fields and restrict downstream use.

DPC guidance describes purpose limitation, necessary data, limited retention, security and accountability among the GDPR principles. Translate that into a question-specific record: allowed fields, excluded fields, access roles, approved storage, retention/deletion rule and decisions the evidence may support. Keep the factual owner and technical maintainer named.

For a route question, a permitted grouped count and source/destination labels may be enough. Avoid unnecessary identity, full query strings, free-text form entries or support transcript details. Review sensitive content and permission before using feedback. Do not merge support, sales and analytics records into a person-level journey merely because a common identifier exists.

Group records without assuming that identification risk disappears.

Choose groupings that help the task without exposing individual histories. Consider small groups, rare events, detailed timestamps and combinations that could reveal someone even after a name is removed. A hashed identifier or redacted record should not automatically be labelled anonymous. Have the responsible reviewer assess the remaining risk and permitted use.

Keep raw access narrower than reporting access, and document the approved retention rule. Do not publish a universal duration as though it suits every source or legal purpose. Review and delete or otherwise handle records when the approved purpose and rules require it. An grouped report is not permission to retain all raw material indefinitely.

Worked example: an event report is different from a route hypothesis.

The following report and counts are fictional teaching material, not events collected by Semantec. Imagine an approved report for 1–7 September 2026 containing 12 recorded “open_definition” events from an explanation page. It does not establish 12 distinct people, successful understanding or a later comparison-page visit; its eligible-visit denominator is not supplied.

Separately, an editor proposes “explanation → definition → worked example → comparison” as a useful route. That sequence comes from the content’s prerequisites and page roles. Only the first transition has the fictional event observation; the later transitions remain proposed. Do not draw a continuous measured journey by joining these records.

Worked example: an event report is different from a route hypothesis.
RecordEvidence stateWhat it supports and excludes
Event report: explanation to definitionObserved in fictional approved event export; 12 events in stated periodSupports that the recorded events occurred in that report; not unique people, all visitors or task completion
Definition to worked exampleInferred/proposed from task dependencyA design hypothesis; no event count supplied
Worked example to comparisonInferred/proposed from reader taskA possible next route; not an observed personal sequence
Rate or completion claimUnknown denominator and no completion measureDo not calculate a click rate or label the journey successful

Keep missing evidence distinct from zero activity.

Consent choices, blockers, disabled instrumentation, sampling, aggregation, redaction and retention can change what a report contains. Record known coverage limits and periods of collection failure. A missing transition can mean it was not measured, not that nobody used it. Do not reconstruct withheld identities or events to make a diagram complete.

Preserve unknown, not applicable, excluded and observed-zero as separate states in analysis. A measured zero requires a functioning measure, a defined eligible population and the relevant reporting window. If the export flattens missing values into zero, keep the original availability flag and explain the limitation before drawing a finding.

Give each source a usable stewardship record.

Inventory search reports, analytics, support, CRM, feedback, experiments, internal searches and editorial observations separately. For each, record the purpose, permitted inputs, aggregation, access, retention, lawful handling review, approved uses, prohibited joins, owner and recheck trigger. An editorial observation should remain labelled as interpretation rather than a personal fact.

Keep a record held when the source, purpose, authority or collection state is missing. The useful output can be a bounded question and a request for verification, not a larger dataset. A privacy notice, consent control and analytics setting serve different jobs; none alone establishes that every downstream interpretation is justified.

Report the observation and the inference in separate sentences.

An honest teaching report says: “The supplied export records 12 definition-open events in this period. We propose a definition-to-example route because the example requires that concept; the export does not measure that continuation.” Keep the source, period, event definition, coverage and uncertainty attached.

Before publication or reuse, check permissions, aggregation and if the wording accidentally identifies individuals or implies current collection practices. Review changes to tools, purposes, vendors and source availability with the responsible owners. This operating model supports responsible planning; it does not certify legal compliance or claim a measured visitor outcome.
